Eligibility

Louisiana residents of all ages and income levels who are unable to read or use standard print materials as a result of temporary or permanent visual or physical limitations are eligible for this free service. Blindness is not the only qualifying condition. Persons with low vision due to problems such as macular degeneration are eligible. Physical conditions such as lack of muscle coordination or prolonged weakness are qualifying conditions when their result is an inability to hold a book or turn a page. Persons with physically based, medically certifiable reading disabilities such as ADD/ADHD or dyslexia, and institutions serving clientele with qualifying conditions are also eligible.

To obtain library services, a person must first submit an application form with the signature of a certifying authority. Facsimile copies (or electronic copies) are now accepted. A “certifying authority” includes, but is not limited to, medical doctors, optometrists, registered nurses, rehabilitation teachers, or licensed social workers.

Applicants with learning or reading disabilities must submit certification by a medical doctor (an M.D.) or doctor of osteopathy only.  The Talking Books and Braille Library is able to accept applications by fax, electronically, or by mail. After the application has been processed, TBBL will send you the playback equipment and a welcome packet containing sample catalogs of available books and magazines. If you request the Library to choose books for you, you will also receive a few books in the subject areas you specified on your application.
