Louisiana Public Libraries and E-rate

In FY 2020-21, Louisiana public libraries successfully applied for and received commitments of over $4 million in E-rate funding. 

E-rate Timeline

Funding Year: July 1 through the following June 30 (non-recurring services through the following September 30)

Form 470: Filed online in the EPC Portal at least 28 days before the filing of the Form 471, keeping in mind (1) the timeframe for compliance with all competitive bidding requirements and (2) the Form 471 application filing window opening and closing dates

Form 471 window: Early January to late March preceding the start of the Funding Year (exact dates for each funding year will be posted on the website)

Form 471: Filed online in the EPC Portal no later than 11:59 PM EST on the day of the close of the Form 471 application filing window (exact date will be posted on the website)

Form 486: Filed online in the EPC Portal no later than 120 days after the date of the Funding Commitment Decision Letter or 120 days after the Service Start Date, whichever is later

Form 472 / Form 474: Filed online in the EPC Portal no later than 120 days after the date of the Form 486 Notification Letter or 120 days after the last date to receive service, whichever is later

Appeals: Filed online in the EPC Portal no later than 60 days after the date of the SLD decision letter

EMERGENCY CONNECTIVITY FUND PROGRAM (ECF)
 
In March, 2021, Congress passed a new, one-time $7.1 billion Emergency Connectivity Fund to ensure that all K-12 students, educators and library patrons have sufficient broadband for off-campus remote learning. In May 2021, the FCC issued final program regulations and the initial 45-day application window will be open from June 29, 2021 – August 13, 2021.  Qualifying expenses, including laptop and tablet devices and internet access services for those lacking sufficient internet and connected devices during the upcoming year beginning July 1, 2021, are 100% reimbursable with minor limitations.  While applicants will apply and seek reimbursement using the E-rate One Portal System and forms resembling the existing E-rate forms, the ECF program is entirely separate from the federal E-rate program which funds broadband and internal connections on school/library campus.
