MINIMUM QUALIFICATIONS:
A baccalaureate degree plus five years of professional level experience in computer systems programming; or in systems, database or network enterprise systems support (hardware or software level). Two years of the required experience must have been in computer systems design or in enterprise systems support.
SUBSTITUTIONS:
Experience or training in computer systems programming, computer operations, network communications, production control, electronic technician work, or computer systems liaison work may be substituted for the required college training on the basis of one year of experience or training for two years of college.
Verifiable experience in computer systems programming; or in systems, database, or network enterprise system support (hardware or software level) at a Louisiana State agency as a student worker enrolled in any baccalaureate degree program will substitute for a maximum of one year the required professional experience on a month for month basis. A letter from the agency employing the former student must be submitted with the application and retained as part of the former student worker's record.
A baccalaureate degree with twenty-four hours in computer science, management information systems (MIS), quantitative business analysis--computer science, Information Systems & Decision Sciences, Electrical Engineering, Computer Engineering, Computer Information Systems, Telecommunications will substitute for one year of the required general experience.
A masters degree in any of the above listed fields will substitute for two years of the required general experience.
An associate degree in computer science may be substituted for the required baccalaureate degree.
NOTE:
Enterprise systems support refers to the type of system for which support is being done. For example, stand alone PC support is not qualifying versus LAN system support which is qualifying. System software, database and network (LAN, WAN) are the three types of enterprise system support.

This position is located at the State Library in Baton Rouge, LA. Duties include: provides IT consulting servies to all 68 public library systems statewide. Provides training, leadership and direction to Library IT staff, both within the State Library and at the public libraries statewide. Must be willing and able to work overtime, as deemed necessary, travel and drive a state vehicle.
The maximum annual salary for the Information Technology Management Consultant 1 is $89,253.00. Differs from Information Technology Management Consultant 2-DCL by the absence of responsibility for multiple program areas, the responsibility for leading a staff in assigned program areas or functions and designation as a Dual Career Ladder Job.
Examples of Work:
Performs management consultant functions for an assigned program area and support section in the areas of program analysis, planning, technical resource, quality assurance, projects, procurement, disaster recovery management, and security.
Prepares impact statements relative to information technology on proposed legislation and specific requests for service.
Assists in developing short- and long-range systems needs, and recommends resources, time frames, and procedures for meeting objectives.
Provides consulting services for effective use of systems development methodology for information technology in assigned program area or support section.
Conducts quality assurance reviews of existing systems and services in assigned program area by monitoring systems and interacting with senior management.
